Sift the flour, baking soda, baking powder, salt, sugar, and cocoa powder into a bowl. Whisk everything together to ensure there are no lumps and the ingredients are well-combined. Set this mixture aside.

In a separate large bowl, whisk together the sour cream (or plain yogurt), room temperature eggs, vanilla extract, vegetable oil, and milk until the mixture is completely smooth.

Add the dry ingredient mixture into the wet ingredients. Fold them together gently with a spatula. Crucially, do not over-mix, as this can make the final muffins dense and gummy. Mix only until just combined.

Once the batter is almost combined, fold in most of the chocolate chips, reserving about a third to a half cup to sprinkle on top later.

Preheat your oven to 425°F. Line a muffin tin with paper liners.

Scoop the batter into the muffin liners, filling them all the way to the brim to achieve a nice, tall rise.

Sprinkle the reserved chocolate chips generously over the tops of the filled muffins.
